Public vending contracts require research and planning up front. One way is to check past RFPs, monitor board agendas for contract renewals and register with agency bid portals. Previous RFPs can show the present dealer’s commission and yearly guarantee.
On bid listing sites, you can only see an RFP after it goes live. You have to track the contract end dates and renewal notices. It will provide you time to prepare the bid.
- Prepare for these steps before the next RFP drops.
- Go find the score sheets and award records of past RFPs.
- Monitor contract renewals via board agendas.
- Register for bid notices on agency bid portals.
Before preparing your bid check commission levels, terms of service and rules for scoring.
What Do Past Vending RFPs Tell You Before the Next One Posts?
Old vending RFPs tell you what agencies are looking for. The records detail contract commission rates, annual guarantees and prior assignments. They can also help you identify relevant vending leads and show the number of vendors that bid against each contract. You can use this knowledge when preparing your offer for the next RFP about to be opened.
What Past Vending Contracts Reveal
| Agency | Document | Year | What You Can Learn |
| Stephen F. Austin State University (SFASU) | VENDING SERVICES-22 | 2022 | 20% commission and a $40,000 yearly guarantee |
| Chabot-Las Positas Community College District | RFP 21-22-07 | 2022 | $22,124.25 in yearly sales at 28.1% |
| Solano Community College | Score sheet | 2024 | How the agency compared vendors |
| Purchase College | Bidder questions and answers (Q&A) | 2024 | $70,000 yearly guarantee and 1 exclusive vendor |
| Greater Cleveland Regional Transit Authority (GCRTA) | Board committee presentation | 2024 | 3 vendors submitted proposals |
| Jordan School District | Award memo | 2013 | Only 1 bidder submitted a bid |
First, you need to look at commission rates and annual insurance policies. These specifics reflect what agencies requested vendors deliver in previous contracts. It will also let you see how many vendors bid on it. Miami-Dade County ITB drew 12 bids in 2023; here you can see how many people are competing for that contract.
Look at the agency contracting site, board meeting minutes and public records. Find past RFPs, bidder questions and award memos. When you cannot find a file, send a public records request.
When Do Public Vending Contracts Come Up for Bid?
You have to look for possible contract bid openings by reviewing the term and renewal preferences for a public vending contract. Some contracts are good for 5 years, while other times they run for 15 years. These details are crucial for your planning.
How Long Can a Vending Contract Last?
Contract terms vary by agency. The following table shows the initial length of term, renewal options and maximum contract duration for six public agencies.
| Agency | Initial term | Renewal options | Maximum term |
| Chabot-Las Positas | 3 years | Two one-year options | 5 years |
| Prince George’s County Public Schools (PGCPS) | 3 years | Two one-year options | 5 years |
| University of South Carolina (USC) | 1 years | Renewals to 2018 | 7 years |
| Howard County Public School System (HCPSS) | 3 years | Five one-year options | 8 years |
| Stephen F. Austin State University (SFASU) | 5 years | One five-year option | 10 years |
| LA Recreation and Parks | 5 years | Two five-year options | 15 years |
Check the Renewal Clause First
Properly check the renewal clause to find out how many options remain. The agency may stick with the current vendor until those options run dry. Track the expiry dates of contracts, remaining options for renewal and board meeting agendas. It allows you to anticipate the next opening of a bid and prepare your offer in advance.
How Do You Get on a Vending Bid List?
Follow the bid notices for vending RFPs and awards by registering on each agency’s bid portal. When creating a new listing, pick the appropriate service categories. You can also build a vending prospect list of agencies and public facilities that may offer vending contracts. Visit each individual purchasing page to look for new bids. Free bid listing sites can offer additional alerts, but do not depend solely on them.
Steps to Get the Bid Notices
- Register with your local state bid portal used by schools and public agencies.
- Choose all the categories related to vending services.
- Check the university and county purchasing pages weekly.
- Use a free bid listing site like Retailsystems to set alerts as a backup.
PGCPS published a Request for Proposal (RFP 014-22) to eMaryland Marketplace Advantage (eMMA) in 2022. The award notice was also published via the same portal.
Check Bid Requirements Before Applying
Registering will make bids easier to find, but each agency might have additional requirements. Review the RFP before preparing your proposal.
- Pre-proposal meetings: Bidders were required to take part in a pre-proposal conference at LA Recreation and Parks and Las Positas.
- Deposits: $250 proposal deposit and $1,000 Performance Deposit required by LA Recreation and Parks.
- Performance bond: A $10,000 per year performance bond with Stephen F. Austin State University (SFASU) was required.
- Insurance: PGCPS requested insurance for the duration of the contract.
How Public Vending RFPs and Bids Are Scored
Public vending contracts use different methods. Request for Proposals (RFP) scores vendors on various criteria. A Bid (ITB) for a commission may select the greatest offer. Before an organization increases profitability through pricing, it is necessary first to check out the solicitation type.
| Agency | Method | Commission or cost scoring | Key detail |
| HCPSS (2022) | RFP | Up to 20 cost points | 70% technical threshold |
| LA Parks (2024) | RFP | 25% | Received 1 proposal |
| SFASU (2022) | RFP | 30% | Product criteria account for 35% |
| USC (2011) | RFP | Financial offer ranked first | Seven-year maximum; $415,000 Year 1 minimum |
| Miami-Dade (2023) | ITB | Highest commission offer | RQ Vending offered 52% of gross receipts |
LA Parks utilized a scored RFP, since price alone could not differentiate the vendors.
How Much Commission Should You Offer?
We have analyzed four contracts and commission remains between 19% and 52%. Contract awarded by GCRTA on a 19% commission basis for the non-perishable items and an annual guarantee of $72,000. LA Parks set 20% as its minimum, but awarded 25%.
Check the minimum commission first. In an ITB, the highest offer often wins. In an RFP, it can contain elements that may be more important as reasons to choose a supplier than the price of its products.
Which Service Requirements Should You Check?
Check each solicitation for:
- Repairs: Deadlines and response times.
- Replenishments: Visit schedules and sold-out rules.
- Payments: Required card options.
- Sales Reports: Reports & Due Dates
How to Prepare Your Proposal?
Start with top-scoring criteria. Product variety, price, flexibility and quality make up 35% of the score at SFASU. At HCPSS, technical evaluation of vendors must be passed before cost is reviewed. Use a scoring method and not commission only.
What Documents Do You Need for a Public Vending Bid?
Public vending bids always require business records, insurance documents, a proper product plan and a financial offer. Individual agencies have their own rules too, so before you start crafting your bid, read the complete RFP. If documents or forms are not included, it can lead to your proposal being incomplete.
Documents to Prepare Before You Bid
- Business details: Business name, contact information, your registration of the business and any licenses that require by firm.
- Product and equipment information: List the vending machines you will be using, the type of products you are going to sell and any product specifications mentioned in the RFP.
- Service plan: Describe the frequency of machine refills, maintenance and service request response. Follow the agency’s stated requirements.
- Insurance documents: Know what your policy covers and how much damage it allows. Some agencies require proof of insurance with the proposal, while others require it later.
- Financial proposal: Properly list your commission, a minimum annual guarantee or other pricing information requested in the RFP.
- Required forms and deposits: Make sure you fill out every agency form and determine whether or not the bid is without a proposal deposit, performance bond or other form of payment.
Check the Submission Rules
Make sure to check the submission checklist in the RFP before you submit your proposal. Check the deadline, file format requirements, signature rules and submission method. Some agencies can even include mandatory pre-proposal meetings for bidders.
Always keep your documents ready and update them for each bid. Requirements may differ based on the agency, type of contract and location. So, please turn the current RFP into your final checklist and reach out to the purchasing office directly if any of the requirements are unclear.
A Pre-RFP Calendar for One Public Account
You have to be prepared for the existing contract to end. Some RFPs will give you only 23 days to bid. SFASU released its 2022 vending RFP, with a due date of May 12. The operator had only 23 days to prepare and the current vendor already knew the account.
To be prepared early, follow these steps:
- Find the most recent RFP, Q&A, award memo and scoring sheet.
- Review renewal terms and renewal options.
- Read the monthly review board agendas for updates on renewals and awards.
- You will have to register on the right bidding portal based on your vending category.
- Prior to the drafting of the next RFP, contact that facility or business office.
- Come in on time and just get ready for a long award process.
It can take several months to award a public contract. Miami-Dade spent 293 days from the invitation to bid (ITB) to award. The RFP for LA Parks was released on July 18, 2024 and its award was approved after 399 days on August 21, 2025. The city council step, which runs through 2026. City Council approved it on March 6, 2026.
Purchase and facilities management contacts are listed on Williamson’s renewal form. Identify them early. This builds relationships. As soon as the RFP is published, observe agency contact regulations.
